MANILA, Philippines — A Skyway traffic enforcer, who was repeatedly declared a nuisance candidate, was the first senatorial aspirant who filed a certificate of candidacy (COC) on the second day of filing for the 2025 elections.

Victoriano Inte, 70, filed his COC at the Manila City Tent City on Wednesday.

The septuagenarian arrived with a foot injury and requested a chair at the stage as he had difficulty standing up.

Inte ran for president in 2022 but was declared a nuisance candidate then.

“I am always disqualified,” he said. “Hindi daw ako kilala, eh (I am not well-known.).”

He also said he ran in previous elections for “at least five times” but he could no longer remember the political posts he ran for.

“It’s hard for me to recall,” he said. “I always run as an independent; I have no political umbrella.”
